I scanned the approximately 2,000 proposals. Here is a summary.

There are approximately 14 proposals regarding the Civil Remedial Fees.
Most are to repel the fees. Some address refunding the fees. Others provide an alternative. Here are the relevant bill numbers (for brevity purposes, I am only providing the number). You can find the bills using the link above.
Bills proposing to repel: HB 26, HB 50, HB 67, HB 290, HB 1291, HB 1375, SB 4, SB 6, SB 42, SB 287
Alternatives: HB 179
Extending to all drivers: HB 448
Refunding: HB 1188

MOTORCYCLE Specific Proposals

HB 48 Motorcycles; driving two abreast in a single lane.
HB 460 Off-road motorcycles; limitations on operation.
SB 698 Motorcycle helmets; penalty for failure to wear a helmet

GENERAL Provisions Which Might Be of Interest

HB 25 Safe driving points; allows drivers to accumulate up to 10 in one year and 5 for safe driving class.
HB 52 Antique motor vehicles; eliminates notarization requirements of certain information thereof.

The following subjects excited the masses at the VCOM lobby day so I posted them here.

HB 231 Law-enforcement officer; uniform requirement for arrests for speeding.
HB 435 Law-enforcement officer; penalty for failure to identify oneself when requested.
HB 436 Arrest or summons; charge for misdemeanor at discretion of law-enforcement officer

HOV and HOT Proposals

HB 135 High-occupancy toll (HOT) lanes; prohibits designation thereof on certain portions of I-95.
HB 405 Interstate Routes 64 & 664; prohibits imposition & collection of tolls for use of certain portions.
HB 454 High-occupancy toll (HOT) lanes; revises procedures for enforcing violations.
HB 1014 High-occupancy vehicle (HOV) lanes; use by vehicles bearing special fuel vehicle license plates
SB 342 Toll facilities, state; purchaser thereof that is non-State entity to agree to open meetings.
SB 343 Toll facilities, state; approval by local referendum of any contract that would transfer control.
SB 570 High-occupancy toll (HOT) lanes; revises procedures for enforcing violations
SB 720 HOT lanes; additional lanes on I-95 or I-395 in or between Arlington County & Spotsylvania County.

Insurance, Licensing, Forfeitture Proposals

HB 168 Motor vehicle liability insurance; increases coverage limits.
HB 178 Motor vehicle; forfeiture thereof for two or more offenses of driving without insurance.
HB 380 Motor vehicle; impoundment thereof after issuance of ticket for driving without license.
SB 108 Motor vehicle; forfeiture thereof for two offenses of driving without operator's license
HB 1176 Motor vehicle insurance settlement practices; cap on reimbursement for paint and materials.
SB 697 Motor vehicle insurance settlement practices; cap on reimbursement for paint and materials.

Criminal Proposals

HB 161 Traffic crimes; mandatory minimum fines
HB 642 Motor vehicles; yielding right-of-way when approaching mail delivery vehicles.
HB 1506 Reckless driving; violation of right-of-way
SB 221 Reckless driving; penalty for person convicted.

Hi Anton, that is a good site for - you Virginians may want to check out how the local politicos voted and encourage them to bring that bill around again.

I don't particularly want them to. I'd rather they did something about exhaust noise, seriously.
